Centered on <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Race_in_the_United_States_criminal_justice_system\"><span style=\"color:#000000\">race in the United States criminal justice system<\/span><\/a><span style=\"color:#000000\">, the film is titled after the <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Thirteenth_Amendment_to_the_United_States_Constitution\"><span style=\"color:#000000\">Thirteenth Amendment to the United States Constitution<\/span><\/a><span style=\"color:#000000\">, which outlawed slavery (unless as punishment for a crime).
